Analysis of European Frameworks of Competences

Green at You is a project designed to harness the expanding green sector to create inclusive job opportunities for vulnerable individuals, thereby mitigating their risk of social exclusion. The project analyzes the necessary competences with input from companies and experts, aligning with the EU competence frameworks: GreenComp1, DigComp2, and EntreComp3. These frameworks, developed by Joint Research Centre4, serve as benchmarks for education, training, and policy development across EU member states.

GreenComp, the European Green Competence Framework, aims to integrate sustainability into education and training systems by emphasizing environmental awareness and action. DigComp, the Digital Competence Framework for Citizens, outlines key digital competences necessary for participation in a digital society, covering areas such as information and data literacy, communication and collaboration, digital content creation, safety, and problem-solving. EntreComp, the Entrepreneurship Competence Framework, defines competences necessary for entrepreneurial activity, fostering innovation and creativity in various contexts.

Starting from these frameworks, Green at You identified a set of transversal competences to be developed within the project’s certified micro-credential training modules, targeting groups at risk of social exclusion. The process included analyzing the GreenComp, DigComp, and EntreComp frameworks, launching online consultations and workshops, and gathering input from stakeholders.

Two approaches were considered for selecting these competences: selecting specific competences from the existing frameworks or creating a new unified framework. The consortium opted for the first approach, preferring its flexibility, focus, and ease of implementation. This approach allows rapid response to market needs and tailor-made development for the green sector, although it may require careful coordination to ensure coherence and synergy.

The competences selected from each framework include:

  • GreenComp: Systems Thinking, Adaptability, Individual Initiative
  • DigComp: Managing Data, Information, and Digital Content;Collaborating through Digital Technologies; Creatively Using Digital Technology
  • EntreComp: Creativity, Mobilizing Resources, Learning through Experience

These competences were strategically chosen to address the multifaceted challenges and opportunities within the green sector, focusing on enhancing training for labor market demands, integrating e-skills for green jobs, and increasing employability for disadvantaged individuals.

In order to validate the selection of competences made, consultations and workshops were organised. The feedback and suggestions gathered in these processes revealed broad support for these competences, highlighting their relevance for the labour market, particularly for sustainable development. Feedback from these sessions also emphasised

the importance of incorporating soft skills alongside technical knowledge to fully prepare individuals for the green sector.

As a result, Green at You’s strategic selection and integration of competences from the GreenComp, DigComp, and EntreComp frameworks provide a robust foundation for developing a comprehensive competence set essential for the green sector. This initiative not only addresses immediate labor market needs but also fosters long-term sustainability, digital proficiency, and entrepreneurial innovation.
